Auf Grund der 8. und 13. EG-Richtlinie sind die EU-Mitgliedstaaten verpflichtet, den in einem anderen Mitgliedstaat ansässigen Unternehmern die Vorsteuern in einem besonderen Verfahren zu erstatten und hierfür eine zentrale Erstattungsbehörde zu bestimmen. Neben den EU-Mitgliedstaaten haben auch Mazedonien, Norwegen und die Schweiz ein entsprechendes Verfahren eingeführt.
Die Anschrift der zentralen Erstattungsbehörden und die Telefon- und Telefaxverbindung sind aus der folgenden Aufstellung ersichtlich. Die jeweils aktuelle Anschrift kann auch beim Bundeszentralamt für Steuern im Internet unter http://www.bzst.de abgerufen werden. Bei den genannten Behörden können auch nicht im Gemeinschaftsgebiet ansässige Unternehmer Anträge stellen.
